The 1994 Manual set the standard as the most comprehensive resource ever compiled for Michigan public sector personnel and labor relations practitioners. The 2004 Update supplements several chapters in the 1994 edition, and adds several new chapters on topics never previously addressed, and all are written in a manner specifically designed to help Michigan public sector practitioners.

With more than 1100 pages, the 1994 Manual provides quick reference on almost every issue you are likely to encounter, including union organization, civil rights, drug testing, arbitration precedent, "at-will" employment, residency, subcontracting, ULP procedures and retiree rights.

The 2004 Update includes 200 pages of supplemented chapters, 250 pages of new materials, and the text of a dozen frequently referenced state laws. The new materials include Michigan public retirement systems, conflict of interest issues and the relationship between state & local law.

The 1994 MPELRA Manual is still available in hardcopy, at the lowest rates ever. You can purchase it as a hard- or soft-cover book. Special rates were established for group purchases to encourage academic use, but they are available to anyone who purchases at least three copies of the soft cover edition. Tax-exempt prices are for governmental, academic, or non-profit organizations only.

The 2004 Update is available in two different formats: 3-Ring notebook or CD-rom. The CD version contains both the 1994 Edition and the 2004 Update, and is fully searchable.
